Project Purpose/Type:
This dual Broadband Infrastructure Deployment and Broadband Use and Adoption project proposes to upgrade fiber network equipment and install wireless infrastructure directly connecting a total of 212 unserved Tribal households and 5 unserved Tribal community anchor institutions with Qualifying Broadband Service at speeds of 25/3 Mbps with a latency of less than 100 ms across 3 tribal service areas. Additionally, the project will support a feasibility study, create a Digital Equity Training Center, disseminate telehealth monitoring devices, distribute community member devices, and provide pre-payment of broadband services that will benefit 9 tribal service areas.

Project activities include:
- Conduct a feasibility study for improved broadband infrastructure by accessing current internet access options for San Pasqual Band of Mission Indians.
- Upgrade existing network infrastructure to extend fiber capacity backhaul and microwave wireless last mile for Manzanita Band of the Kumeyaay Nation and Campo Band of Mission Indians.
- Install cellular wireless technology for Ramona Band of Cahuilla.
- Provide pre-payment of broadband service to 512 Tribal households for one year for 8 participating Tribal governments.
- Renovate a building to create a Digital Equity Training Center that will offer a computer center, workforce development activities, telehealth room, and digital inclusion trainings.
- Provide a computer lab for each of the participating Tribal governments.
- Distribute Tribal community member devices and telehealth monitoring devices for remote care monitoring for the participating Tribal government.
- Participant Support Costs for workforce development program training students.
The project outcomes will result in increased internet speeds of qualified broadband service and the creation of a Digital Equity Center that will enable Tribal community members to actively participate in remote learning and telework, access telehealth services, and participate in workforce development and entrepreneurship activities.
governments of SCTCA: Campo Band of Mission Indians, Inaja-Cosmit Band of Mission Indians, La Posta Band of Mission Indians, Manzanita Band of the Kumeyaay Nation, Mesa Grande Band of Mission Indians, Ramona Band of Cahuilla, San Pasqual Band of Mission Indians, Santa Rosa Band of Cahuilla Indians, and Sycuan Band of the Kumeyaay Nation. Approximately 27% of Tribal households in 4 of the service areas live below the 150% federal poverty line.
