United States Housing Act of 1937, as amended (42 USC 1437g)
The Capital Fund Program provides annual formula based grants to Public Housing Agencies (PHAs) for capital and management activities, including modernization and development of public housing. The Capital fund also permits PHAs to use Capital Funds for financing activities, including payments of debt service and customary financing costs, in standard PHA developments and in mixed-finance developments which include Public Housing.

Other (i.e. one-time funding): Annual formula based grants are automatically awarded to every PHA that owns or operates public housing units once processing requirements are met
Once funds are awarded, PHAs generally have 2 years from the date the funds become available to obligate 90% of the grant and 4 years from the date the funds become available to expend 100% of the grant. These dates changes with each annual award based on the date the funding is awarded for that fiscal year.
