This project is expected to enable broadband adoption activities, including, but not limited to, telehealth, distance learning, telework, and workforce development. Additionally, the Ahtna Intertribal Resource Commission will plan a community broadband roadmap, create partnerships, strategize network sustainability options, and create a future project plan for increased broadband connectivity within the region. 

The Broadband Use and Adoption activities include:

• The creation of workshops, webinars, and literature stimulating broadband adoption activities and increasing digital literacy. 
• Deliver remote learning, digital inclusion, and workforce development programs. 
• Subsidize internet service costs for 50 Tribal households. 
• Provide 20 lender tablets and 20 lender computers for Tribal governments, workforce training, or Tribal households. 

The Planning, Engineering, Feasibility, and Sustainability Studies activities include: 

• The creation of a planning team that will assess communities' broadband gaps and needs, engage stakeholders, evaluate broadband technology and service options, create an organizational model, and create a project plan for 2.5 GHz spectrum implementation. 

This project will create educational curriculum for broadband adoption activities, telework and remote learning opportunities, and develop future plans for 2.5 GHz spectrum implementation. 

The project intends to benefit eight Tribes within the Ahtna region living in 10 separate communities.

The Broadband Infrastructure Deployment project proposes to install fiber and wireless service connecting 255 unserved Native American households with 100 Mbps symmetrical wired and 50/6 Mbps wireless speeds.

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Install over 63,000 linear feet of fiber optic cable, replacing and updating 21-year old infrastructure with 192 strand double-armored fiber. 
• Install wireless technologies. 
• Offer workforce development training that leads to certifications in the IT field. 

This project will: 

• Offer high-speed, affordable, reliable, and sustainable Internet services to Tribal residents. 
• Connect the Tribal Language and Culture Building as well as the new Desert Willow housing sub-division. 
• Increase access to personal, economic, and healthcare options. 
• Improve access to public safety and community information, such as weather forecasts. 
• Create 16 jobs in construction such as fiber installers, project management, tower climbers, and engineering designers.

This Broadband Infrastructure Deployment project aims to replace end of life and/or damaged fiber strands within an existing broadband network fiber ring that will support educational, healthcare, and economic activities while closing the digital divide that exists on Tribal lands.

Project activities include: 

• Replace 5 km of fiber along Route 109.    
• Work with current ISP to provide Calix cards for Tribal households and last-mile connectivity.
• Ensure new network supports 100/100 Mbps download and upload speeds with less than 100 millisecond (ms) latency. 

The project outcomes will result in the replacement of aerial fiber with underground fiber, which will replace end-of-life fiber and provide better network resiliency. Additionally, the project will provide more consistent broadband services above the minimum 25/3 threshold while ensuring better access to educational and telehealth opportunities for Tribal members.

This project will benefit 250 Tribal member households, 20 community anchor institutions, and 35 Tribal businesses.  Approximately 21% of Tribal members live below the 150% federal poverty line.

This Broadband Use and Adoption project proposes a consortium consisting of 73 Alaska Native Tribal governments, Alaska Native Corporations (ANCs), and tribal organizations to reduce barriers to broadband usage among Native Alaskans by providing broadband-enabled devices, subsidizing broadband service, and implementing digital skills and workforce training. It will also seek to improve health care access among tribal communities by equipping Alaska tribal health partners with the equipment and training needed to offer telehealth services.

The project will implement seven activities aimed at addressing critical challenges faced by Alaskan Natives preventing broadband adoption and use:

• Conduct needs assessments and surveys among target populations to determine challenges and local needs;
• Distribute broadband capable devices through partner organizations;
• Design and implement a training program to build digital skills and familiarity with broadband resources and technology among Alaskan Native populations;
• Implement a workforce development program to train individuals for future careers in the IT field;
• Train and deploy 10 “Circuit Riders” to serve as technicians for local communities, maintain program resources, and provide expertise and training related to broadband technology;
• Provide a broadband subsidy between $75-150 a month to support broadband affordability for Alaskan Native households. Alaska Federation of Natives will work with eligible recipients to ensure that they sign up for the FCC’s Affordable Connectivity Program’s $75 monthly subsidy for those living on Tribal lands and will provide an additional subsidy of up to $150 per month where necessary. AFN has developed safeguards to prevent duplication of funding, which it has committed to implementing if it receives a TBCP award, in accordance with TBCP Specific Award Condition 14 (No Duplication of Federal Funding); and
• Equip local tribal health care facilities with various telehealth enabled devices and train local health aides in accessing telehealth resources and services.

Increase access to broadband service that is currently lacking due to cost or remoteness of location. Address the lack of broadband devices and required basic training community-wide. Increase local skills and training that will allow communities to develop their workforce and increase employability of Alaskan Natives. Equip local health providers with the training and equipment to improve healthcare access and outcomes through telehealth.

This project will serve 62 Alaskan Native communities or ANCs, provide subsidized Internet service for an estimated 2,777 Alaskan Native households, provide broadband devices to an estimated 8,877 individuals, and employ and train 10 IT technicians.

Project activities include:

• Install satellite high-capacity terminals that will connect to the wireless network to provide wireless service over the 2.5 GHz spectrum in 43 Tribal locations.

This Broadband Infrastructure Deployment and Planning, Engineering, Feasibility, and Sustainability Studies project will plan, design, and construct last mile wireless deployment infrastructure in 13 of the Alaska Native Villages in the Consortium by utilizing 2.5Ghz licensed spectrum. The completed wireless project will be capable of delivering speeds of at least 25/3 Mbps. The project will also deploy fiber to the premise in the consortium Village of Unalakleet, delivering speeds of at least 25/3 Mbps.

Project activities include:

• Plan, design and engineer wireless or fiber optic networks in each of the seventeen consortium villages.
• Install network shelters, monopole towers, and 2.5Ghz wireless last mile distribution equipment.
• Install fiber to the premise for locations in Unalakleet.
• Connect    last mile distribution equipment to satellite, microwave, or fiber middle mile backhaul.

The project outcomes will result in last mile wireless distribution networks for 13 Alaska Native Villages and a fiber to the premise last mile distribution for the Native Village of Unalakleet.

Aleut Community of St. Paul Island Fiber Future Program

This Planning, Engineering, Feasibility, and Sustainability Studies project will solve the limitations of current backhaul options to the Pribilofs, providing a scalable, ‘future proof’ solution that is cost effective, commercially scalable and provides 100% Qualifying Broadband Service, consistently, to the community of St. Paul Island. The Aleut Community of St. Paul Island Tribal Government (ACSPI) proposes to bring broadband internet capabilities to the Pribilof Islands via subsea cable from Unalaska.

Project activities include:

• The desktop study (DTS) is a required element to all the formal permitting processes both at a State and Federal level. The DTS is part of the preliminary design/initial phase of the project. The DTS is performed to determine the best possible route for the submarine cable system. It will be the baseline document for the marine cable route survey and is a required element for most of the required permitting processes outlined in this proposal. It will consist of extensive research on formal and informal data along the projected cable route (proposed land and sea routes, along with surface cable routes).
• Following the DTS will be the initiation of the formal permitting process.
• Project funding will be utilized to complete a Cultural Resources Survey

The project outcomes will result in a complete plan for future broadband deployments to St. Paul Island.

This project will benefit 175 residential households, 22 community anchor institutions, and 11 businesses. Approximately 14.5% of Tribal members live below the 150% federal poverty line.

This Broadband Infrastructure Deployment project that Alutiiq Tribe of Old Harbor (ATOH) proposes is to deploy broadband service by acquiring and upgrading the KMS system to allow ACSI to deliver 40/5 Mbps or higher service to the unserved households of ATOH.

Project activities include:

• Upgrades will include purchase of the 6 radios, 6 indoor and 6 outdoor units and 6 antennas necessary to upgrade the system, including the installation and logistics necessary to deliver broadband service. Costs will also be incurred to upgrade the DSL point of presence in Old Harbor Alaska, an unserved community, to achieve increased broadband speeds.
• Upgrading the KMS system will provide upgraded broadband service to Old Harbor, a remote, predominantly Alaska Native community.

The project outcomes will result in increased service speeds and reliability to Alaska Native households in Old Harbor, Alaska.

This project will benefit 72 Tribal member households, 2 community anchor institutions, and 1 Tribal business. Approximately 47% of Tribal members live below the 150% federal poverty line.

Additionally this middle mile fiber will connect to a 3.6 GHz fixed wireless system in the community, which will be used to connect 900 unserved Native American households and 860 Native American businesses with qualifying 100/20 Mbps broadband speeds. 

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Construct an 80-mile middle- and last-mile fiber network to directly connect 36 unserved community anchor institutions to qualifying service of 100/20 Mbps.
• Deploy a CBRS/3.6 GHz wireless last-mile network to directly connect 900 unserved households and 860 Native American businesses to qualifying service of 100/20 Mbps or greater.

This project will expand telehealth and remote learning services, contribute to the long-term growth of Tribal businesses and economic enterprises, and sustain and enrich community ties by promoting interconnectivity and enabling access to online cultural resources. 

The project intends to benefit all unserved Apache Tribe of Oklahoma households, 860 unserved and underserved Apache Tribal businesses, and 36 unserved and underserved Apache community anchor institutions.

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Build a 405-mile fiber optic cable from Dillingham, Alaska to Bethel using double-armored cable ensuring network resiliency in the harsh Arctic environment, avoiding fishing grounds and leveraging previous federal, state, and private capital already invested throughout the YK (Yukon Kuskokwim) Delta. 
• Install subsea and land-based fiber and Fiber to the Premises (FTTP) to Tribal households using a hybrid-fiber coaxial system. 
• Install an all-fiber connection to the nearest Internet exchange point in the lower 48 states. 
• Construct backbone shelters with redundant HVAC and DC power systems providing long-term backup power. 
• Interconnect middle mile fiber with middle mile microwave system for redundancy when needed. 
• Partnering with Yuut Elitnaurviat, a nonprofit organization, to provide workforce development training for IT support jobs. 

This project will: 

• Bring reliable, affordable, and future-proofed high-speed Internet services to the Tribal residents of the Bethel, Oscarville, Eek, Napaskiak, and Platinum communities. 
• Eliminate the digital divide in these communities. 
• Create 248 jobs with 29 jobs being Alaska Native jobs in network construction, network operations, and community customer services. 
• Provide workforce development opportunities through a partnership with Yuut Elitnaurviat, a nonprofit organization.

• Construct a 3.6-mile last-mile fiber network to directly connect 90 unserved Native American households and 67 unserved Native American businesses and community anchor institutions with qualifying service ranging from 100 Mbps symmetrical to 1,000 Mbps symmetrical.
• Procure and install customer premises equipment for all unserved Native American households to be connected by the proposed project.

The NTIA Broadband Infrastructure Pre-Construction Planning and Preparation Project

This Planning, Engineering, Feasibility, and Sustainability project will focus on the pre-construction planning of a broadband network which will ultimately allow the Tribe to provide a service level above 25/3 Mbps and under 100 ms latency for all 574 households, 55 businesses, and 27 anchor institutions on the Bishop Paiute Reservation.  The project consists of planning, mapping, and engineering in preparation for deployment of a broadband network comprising a Fiber to the Home (FTTH) solution covering 50% of households and a cost-effective LTE network site operating in the 2.5 GHz EBS spectrum band covering 50% of households.  The network will provide services focused on residential, business, and institutional users.  Future broadband services of 50/10 through LTE and 100/20 over fiber will be offered.

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Design a network through a combination of FTTH and Fixed Wireless Access (FWA) technologies.
• Produce GIS Base Mapping, Assessment Base Maps, Land Use/Land Cover Mapping, and Environmental Planning standard mapping of in-ground assets and rights of way.
• Precision aerial mapping using Aerial Lidar.
• Hire a Broadband Project Manager to oversee the deliverables of the project.
• Regional project coordination consisting of online weekly meetings with regional Tribal consortium officials for the purposes of collective bargaining, determining local contracting and cost sharing, and best practices collaboration.
• Participating in a Master Fiber Optic Technician training for initial Tribal support staff to oversee and assist with the planned projects in the field. 

The project will: 

• Complete design for future broadband connection for 574 households, including 110 unserved households and 161 households below the 150% poverty line, 55 businesses, and 27 community anchor institutions with broadband services of 50/10 through LTE and 100/20 over fiber. 
• Establish a project plan for the design, procurement, implementation, and long-term operation of the broadband network.
• Support remote education, telehealth, and remote working activities for Native American households.
• Improve safety and monitoring of locations of interest, public housing, and facilities.
• Train Tribal support staff, which will contribute to the knowledge of Tribal staff, reduce the need for outside contractors, and provide the capability to repair and replace fiber optic assets as needed. 

The project intends to benefit all 574 households, 55 businesses, and 27 community anchor institutions, including a Tribal Office, a Community Development building, and one Education Center on the Bishop Paiute Reservation by preparing for future broadband deployment.

• Conduct an assessment to better understand the needs and requirements of Tribal members and expand affordable programs focused on distance learning, telehealth, telework, and digital skills training;
• Deliver training to all 175 Tribal households on IT fundamentals and provide specialized training for broadband installation for those looking at a career in the field with the goal of targeting up to five individuals; and

Despite offering broadband service to 90% of 2.8 million acres of the Cheyenne River Reservation, CRSTTA’s broadband subscription penetration is approximately 58% and CRSTTA is unable to reduce its broadband service pricing. The implementation of this project will enable broadband adoption activities, including digital inclusion efforts and affordable broadband programs.

The project intends to increase broadband adoption among Tribal area residents in three ways:

• CRSTTA will offer a monthly broadband service discount up to $35 for all new and existing residential broadband subscribers for three years. It will also offer higher download and upload speeds ranging from 50/25 Mbps to 250/50 Mbps without service charge increases;
• CRSTTA will increase outreach and education efforts to inform customers about existing federal Lifeline and EBB programs; and
• CRSTTA will develop a “Digital Awareness and Training Program” to increase digital literacy among Tribal communities and households within its service area.

The project’s expected outcome is to increase the number of Tribal households and institutions to 1,732 that subscribe to broadband services as well as shrink the digital divide that exists among Tribal communities via digital literacy programs.

The project will benefit 20 different communities that reside within CRSTTA’s service area, covering 4,676 square miles of Tribal lands.

1. Gathering baseline data and initial stakeholder input to evaluate broadband coverage needs.
2. Utilizing sources including internet service providers to create broadband mapping.
3. Working with stakeholders and internet service providers to identify areas requiring right-of-way permissions.
4. Developing a plan, method, and timeline with internet service providers to implement extension of last-mile broadband access and 1 year of discounted service to approximately 123 eligible Tribal citizen residences in the Tribal service areas of New Kent, Charles City, Henrico, and James City counties.
5. Creating workflow with internet service provider Comcast for extension of last mile/fiber to the premises for the Tribal Center (an anchor institution).
6. Creating workflow to implement extension of Wi-Fi to Tribal powwow grounds adjacent to the Tribal Center. 
7. Developing a plan, method, and timeline with internet service providers to evaluate and provide broadband service to five Tribal government properties (anchor institutions).

Project outcomes will include a sustainable broadband infrastructure plan to address deployment needs and offer a solution for unserved Tribal citizens and Tribal properties.  The impacts of this project will include an implementation plan for accessing broadband that will promote better health and wellness due to increased access to telehealth, better educational outcomes for citizens with better and more reliable access to remote education, increased economic security for the Tribe and citizens who receive access to broadband, better community connection for citizens who are able to access more reliable forms of digital communication, and better citizen services due to increased governmental efficiency and coordination.

This project will be centered in Charles City, New Kent, Henrico, and James City Counties on properties owned by Tribal Citizens and the Tribal Government.  It is expected that approximately 123 Tribal citizen residences and 6 Tribal properties will benefit from this planning project.

• Conducting a market study for Lincoln County that comprehensively analyzes the market for broadband service in the proposed service area.
• Performing an assessment of potential partners for broadband infrastructure construction and service deployment in the proposed service area.
• Conducting preliminary engineering and network design for the future broadband infrastructure construction and service deployment project.
• Conducting a financial feasibility and sustainability study to confirm that the broadband infrastructure construction and service deployment is financially stable into future years.

A well developed and documented solution for future broadband infrastructure deployment for the Confederated Tribes of Siletz Indians.

The Siletz Tribe’s proposed service area covered under the study is a portion of Lincoln County, Oregon. • Conduct an assessment of needs and barriers for tribal members related to broadband affordability and device availability;
• Provide subsidies for affordable broadband service to tribal members currently without service or who need assistance maintaining their existing connection;
• Provide appropriate broadband enabled devices to those tribal members lacking a qualified device;
• Creation of digital literacy and skills building programs for both tribal members and employees; and
• Implementation of an online Tribal Portal to provide tribal services online, as well as a Digital and Health Equity dashboard to monitor and report program progress.

The project will also promote broadband adoption activities, including distance learning, telework, and entrepreneurship.

The project will implement six activities aimed at addressing the key challenges currently faced by Tribal members that hampers broadband service and access. These activities include:

• Provide broadband service at no cost to Tribal households for three years, purchased in full during year one of the project;
• Upgrade or purchase broadband equipment to facilitate distance learning and strengthen the capabilities of community anchor institutions;
• Build digital skills of Tribal government staff and Tribal members by hiring an IT instructor to develop and implement a Microsoft skills development course;
• Contract broadband user support services to provide end user support;
• Purchase broadband equipment and software to outfit community anchor institutions and government offices, enabling better communications between members and facilitate telework; and
• Purchase a generator with an automatic transfer switch to ensure broadband services remain uninterrupted in the event of power supply issues or natural disaster impacts on the reservation.

This project will support initial phases of a significant broadband initiative of the Eastern Band of Cherokee Indians (ECBI) by funding project management; land; structures; rights-of-way; appraisals; and project inspection fees.

The grant funding provided by NTIA will be utilized as part of a much larger broadband deployment initiative undertaken by EBCI.  The EBCI will construct a new fiber network utilizing existing utility pole agreements across tribal lands and buried fiber where practicable.  Due to the mountainous terrain of the Cherokee homelands, the EBCI will be required to employ a variety of techniques and technologies to construct the fiber network.  The EBCI will need to undertake a significant amount of pole repairs and secure additional rights-of-way and pole applications to prepare for construction.  Importantly, it is imperative the tribe build a robust inspection process to ensure the quality and integrity of the fiber network.  

The project will enable the necessary preparation for deployment of the larger infrastructure component aimed at connecting tribal members.  After supporting the initial phase of this project, the infrastructure component will expand and facilitate access to broadband services.

The 100-square-mile sovereign nation of the EBCI encompasses parts of five Western North Carolina counties (largest towns), which are Cherokee (Andrews/Murphy), Graham (Robbinsville), Jackson (Sylva), Haywood (Waynesville/Maggie Valley), and Swain (Bryson City).  Its central community is the town of Cherokee, located within a one-hour drive west of Asheville, NC.  The beneficiaries of the project are 4,000 unserved households that will be served by 250 miles of fiber optic cables with broadband speeds of 1,000 Mbps.

• Install wired connections to each of the 17 generation meters on the solar arrays to provide more reliable and higher-speed broadband service and eliminate costly data transmission gaps.
• Provide real time solar PV generation data to the FCPC Energy Department supporting remote work capability as well as to provide reliable solar PV generation data that is currently vulnerable to technical failure and looming obsolescence due to insufficient broadband access.
• Hire two qualified contractors to install underground conduit and connect the Tribe’s solar arrays to tech closet facilities.

The project proposes the following activities:   

• Deployment planning activities.
• Equipment purchases for tower deployment.

This Broadband Use and Adoption project will prepay broadband service for 115 Tribal members for a period of two years.

The Planning, Engineering, Feasibility, and Sustainability Studies activities include: 

1. Design and Engineering Broadband Infrastructure Deployment – Design the extension of the existing fiber approximately 3,500 feet and design a corresponding communications tower (including access road, utilities, and back-up generation) to be located on a high point on Tribal lands, in order to re-broadcast high speed broadband service wirelessly to 100% of Tribal lands, including all 100% of existing residences and business and 100% of future planned residential, business, health, education, Tribal government, and community facilities (community center, Tribal library, Tribal administration and museum, meeting facilities, etc.).  
2. Design and Engineer Broadband Infrastructure Deployment – Design a small fire-proof expandable data center and equipment to support the Tribe’s governmental functions, existing and future e-commerce activities, and federal contracting services requiring extensive cyber security and high-speed broadband access. 
3. NEPA Compliance – Perform preconstruction NEPA compliance for the anticipated ground disturbing activities of building the new wireless tower access road, installing the utilities, and construction of the wireless tower and future data center to serve the Tribal government needs. 

The Broadband Use and Adoption activities include:  

1. Provide funding to offer a data plan for 24 months’ worth of the best broadband data services available for all 115 adult Tribal members living on and off the Tribe’s trust land. 
2. Hire an IT Consultant to assist the Tribe with the implementation of evaluating current service and purchasing the data plans for its membership. 

Development of an infrastructure design that will serve 100% of the Tribal lands (all existing and future users including residential, business, and core institutions that serve the community) with lowered cost, robust, easily scalable, future-proof, broadband service exceeding speeds of 100 Mbps. 
A new and improved Tribal data center from Tribal lands that can serve the Tribal government and its enterprises, allowing room for growth and expansion for many years to come. 
With 100% of the individuals, Tribal businesses, and Tribal government departments having access to high-speed broadband, the Tribe expects to help address these issues in the following manner: 

• Increase access to telehealth and other wellness services. 
• Increase access to employment opportunities, work from home, and other telework opportunities. 
• Increase job creation and new enterprise development.

• One 35 meter tower to be deployed next to the existing one in Long Mesa.  The existing tower has reached its maximum capacity and no additional equipment can be mounted.  The construction of a new tower will allow the Havasupai Tribe to expand backhaul capacity in the future. 
• One Fiber route runs from Peach Springs to the Long Mesa tower (at the Long Mesa area) and the Hualapai Hilltop (at the end of Indian Road 18) with an overall length of 140 kilometers. 
• Deployment of a centralized evolved packet core solution at the Supai village’s server room that provides connection management and Internet connectivity to all RAN sites. 

This project will: 

• Bridge the digital connectivity gap. 
• Bring FTTH for 102 unserved Native American households, 1 small business, and 33 anchor institutions.

• Develop a business partnership with Ninilchik Village, a collaborator on this project, for the purposes of workforce development and economic opportunities.

Knik Tribe Broadband Infrastructure Deployment Project

This project proposes to expand broadband use and adoption within the Tribal service area and address the specific broadband needs of approximately 15,000 Tribal members through the completion of a “barrier to access study” and needs assessment to gain insight into current broadband availability and understand how Tribal members currently use broadband (if at all), as well as provide information on what programs the Tribe offers or will offer that could increase adoption.  Additionally, the project will fund a feasibility study and pre-construction planning towards the establishment of a broadband network access control (NAC) training center to serve as a broadband business incubator for entrepreneurs and Tribal business expansion.

Specific activities to be funded are the planning, engineering, and curriculum development requirements for increased broadband use and adoption by members of the Knik Tribe, future development of broadband infrastructure deployment planning for middle and last mile connectivity to unserved and underserved Tribal members within the Tribe’s service area, and conceptual design for a future Knik Tribe Broadband Training Facility.

Outcomes and deliverables of the project will be completion of a comprehensive broadband plan for the Tribe, as well as the development of an applicable training program for Tribal members.  Ultimately, the Tribe foresees a new training center building on their land in Palmer, curricula that meet the Telecommunication Industry Registered Apprenticeship Program (TIRAP) standards, and at least 235 trained and certified technicians.  This is a long-term educational facility and will provide trained technicians for years to come. Other potential outcomes and deliverables may include the creation of a telecommunications joint venture in which the Tribe has a gateway and Internet exchange in Talkeetna, Alaska, at least fifty trained and certified gateway/Internet exchange monitors, and joint fiber assets.  The Tribe will be full participants within the telecommunication service industry, not just as recipients of subsidized service but also as owners.

The beneficiaries of the project are the members of the Knik Tribe.

This Broadband Use and Adoption Project will address the affordability of broadband services for Kotzebue IRA Tribal members via the member owned OTZ Telephone Cooperative. The project will use grant funds to improve access and use of broadband services for Tribal residents, businesses, and community anchor institutions expanding telehealth and distance learning opportunities as well as economic and workforce development.

The project will implement five activities aimed at addressing critical challenges faced by the Tribe within the service area, currently suffering from a severe lack of broadband access:

• Offer an income tiered broadband service plan for current customers;
• Offer 12 months of free, unlimited broadband service to new customers;
• Provide up to $700 reimbursement for broadband service equipment for Tribal members seeking workforce development;
• Establish a customer service position to facilitate grant implementation; and
• Allocate remaining grant funds as a bill credit to all customers who maintain service, until the excess funds are exhausted.

The project’s expected outcome is to improve broadband access to reliable services, expanding broadband adoption activities. These activities include telehealth, distance learning, and economic and workforce development in addition to digital inclusion efforts.

The project proposes the following activities:

• Supplies and equipment for telehealth services.
• Stop gap internet costs.

1. Security Audit.
2. Select contractor to perform penetration and other security-related audits in accordance with the Tribe’s procurement requirements.

• Construct 9 195-foot communications towers and outfit 5 existing communications towers with broadband equipment to provide 2.5 GHz fixed wireless at speeds of 25/3 Mbps or above to Tribal households.

This project will deliver broadband capability to outlying anchor institutions and communities, improve public safety, expand access to remote education and telehealth services, promote economic development, and enhance Tribal sovereignty by allowing the Leech Lake Band to own its communication infrastructure.

Infrastructure Deployment activities include: 

• Construct a 0.5-mile fiber network to connect 21 tribal households and one community anchor institution to qualifying service. 
• Erect a 30-foot utility pole and outfit with LTE equipment to provide 2.5 GHz fixed wireless service to 38 unserved tribal households. 
• Deploy 0.5 miles of aerial fiber backhaul running from the Tribal Center to a RAN site. 

Replace current microwave backhaul with a high-capacity microwave transport network operating at 11 GHz.

The applicant intends to provide affordable broadband service and equipment for Tribal members in addition to creating a workforce development center that will assist the Tribe’s workforce development program in training, readiness, and job placement.

The project intends to provide equipment and services for Tribal members. The key activities include:

• Fund a pre-paid 3-year Internet Service Kit (including modem and pre-paid monthly service) for 163 households;
• Purchase two Dell Education Chromebook 3100 for each of the 163 households;
• Purchase 5G Ultra-Wideband Mobile Hotspots for 163 households; and
• Purchase two laptop computers, six desktop computers, and two Wi-Fi hotspots to support a workforce development center that provides training and curricula for tribal members in broadband fields.

The project’s expected outcome is to improve Tribal members’ ability to use broadband services and increase access to telehealth, distance learning, workforce development, and digital inclusion efforts. The workforce development center will facilitate 416 classes over one year for Tribal members seeking career growth opportunities.

The beneficiaries include 163 Tribal residences and the workforce development staff. Additionally, the applicant estimates a transient daily population between 40,000 – 60,000 individuals who visit Tribal government and business entities.

By the end of the project, 17 households located on Gun Lake Tribal trust land will have access to quality broadband internet.  In addition to a 100% increase in available internet service, Tribal citizens living at the settlement will have better opportunities to participate in virtual Tribal events, as well as more opportunities for remote work and learning.  As more houses become available on the settlement and more Tribal citizens move in, they will have readily available access to high quality internet service.

The project intends to benefit Tribal residents, first responders, educators, students, adult learners, Tribal elders, employers, employees, and job seekers.

The Broadband Infrastructure Deployment project proposes to install fiber directly connecting 835 unserved Native American households, plus 336 businesses and 29 community anchor institutions such as the Boys & Girls Club, Fish Hatchery, Library, and Head Start with fiber-to-the-home and/or fixed wireless service up to 1 Gbps/1 Gbps. 

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members:

• Engage in outside plant design, engineering, underground and aerial construction, shelter installation, tower construction, and equipment configuration;
• Construct new middle mile fiber optic transport to Points of Presence (POP) at El Paso, TX to enable connection to the TExas Lone Star Network;
• Install fixed wireless for mobile applications to be used;
• Add 14 towers to the 7 existing towers to deploy 2.5 GHz spectrum service, provide access to cellular services, and increase access to FirstNet - a dedicated public safety network; 
• Build a new Data Center that is fault-tolerant with redundant and back-up systems. (Currently using a Tier 2 unfortified structure. Will construct a Tier 4 structure to withstand unpredictable weather (e.g., severe thunderstorms));
• Install a new Network Operations Center (NOC) within the new Data Center containing future proofed technologies; 
• Establish a 400 MHz radio system. 

This project will: 

• Provide reliable, affordable Internet access (up to 1 Gbps) to 835 unserved Native American households, 336 businesses, and 29 community anchor institutions such as the Boys & Girls Club, Early Childhood Education and Head Start programs, the Library, and the Mescalero Elderly Center. 
• Improve emergency response times. 
• Increase access to healthcare, economic development opportunities, telework, and distance education. 
• Support a new SCADA (Supervisory Control and Data Acquisition System) to monitor and manage 12 water systems located on the Reservation to provide clean and safe drinking water. 
• Increase participation in special Tribal ceremonial events and Tribal rituals. 
• Connect Tribal Police, Conservation Law Enforcement, Border Control, and Fire & Rescue.

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Install 2.1 miles of electric and fiber optic submarine cable and 14 miles of overhead fiber lines within the Annette Island Reserve and to and from the mainland community of Ketchikan. 
• Install the core network. 
• Provide customer premises equipment to every location in the Annette Island Reserve including households, businesses, and government entities. 
• Establish a broadband division within Metlakatla Power & Light. 

This project will: 

• Bring 1 Gbps Internet service via FTTP within the Annette Island Reserve and the mainland community of Ketchikan including households, businesses, and government entities. 
• Create 5 new jobs to operate the new Broadband division that will include training for the development of new skill sets and create organizational efficiencies.  
• Boost economic development that will increase revenue-generating opportunities. 
• Improve government services to Tribal members. 
• Provide higher quality healthcare options. 
• Connect to coastal fishing areas by providing high speed bandwidth access to the fishing community. 
• Transition from outdated copper lines to high-speed fiber to offer reliable, affordable Internet and VOIP services.

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members:

• Construct a 185.5-mile hybrid middle-mile and last-mile network to directly connect unserved Native American households, businesses, and community anchor institutions with qualifying service ranging from 250/250 Mbps to 1000/1000 Mbps.

This project will allow the Mille Lacs Band of Ojibwe, in conjunction with its gaming arm Mille Lacs Corporate Ventures, to control its overall telecommunications network, support Tribal businesses and people within Tribal community areas, and provide reliable high-speed connections within Tribal communities so that Mille Lacs members who chose not to subscribe to services or are not served as a result of this proposed project have access to broadband service.

The project intends to benefit all unserved Mille Lacs Band of Ojibwe households, 7 unserved Mille Lacs Band businesses, 10 unserved Mille Lacs Band community anchor institutions, and all Tribal members who utilize the businesses and community anchor institutions to be connected by the project.

The Broadband Infrastructure Deployment project proposes to install fiber to directly connect 2,190 unserved Native American households, 86 businesses, and 60 community anchor institutions with fiber-to-the-home 105 Mbps/105 Mbps service. 

The project proposes the following activities designed to improve access to, and use of, broadband services among Tribal members: 

• Construct a 12.3-mile middle mile fiber network.
• Construct a 524-mile last-mile network to connect 2,190 unserved Native American households to qualifying service. (The Tribe will own 162 miles of the new fiber and lease 362 miles from MaxxSouth Broadband that provides local customer high-speed Internet and digital phone services.)
• Connect the fiber backbone to existing Tribal-owned fiber out of Bogue Chitto, constructing new branches to connect Pearl River, Tucker, Red Water, Standing Pine, and Conehatta.
• Upgrade the current WAN (wide area network) expanding it to 6 unconnected communities and to deliver broadband through a partnership with MaxxSouth. (The Tribe will manage the WAN.)
• Construct a new Tribal Utility Department building with equipment and furnishings. 
• Expand the Office of Engineering Services (OES) to support additional network capacity and the OES application process for becoming a designated Eligible Telecommunications Carrier (ETC). 

This project will: 

• Connect 2,190 unserved Native American households, 86 businesses, and 60 community anchor institutions with qualifying broadband services.
• Develop capacity-building initiatives supporting Tribal homes, maximizing the positive impacts of ubiquitous broadband access.
• Provide virtual government services and resources.
• Support the OES application to become a designated ETC.
• Create 3 full-time jobs including an Information Technology Technician and 2 customer services staff. 

The project intends to benefit all unserved Mississippi Band of Choctaw Indian households, 86 tribal businesses, 60 community anchor institutions, and all tribal members that utilize public services.
