This duel Broadband Use and Adoption and Planning, Engineering, Feasibility, and Sustainability project will assist eight Tribal governments of the Ahtna region in developing programs and resources to address COVID-19 pandemic-related concerns and build capacity to use broadband services. This project is expected to enable broadband adoption activities, including, but not limited to, telehealth, distance learning, telework, and workforce development. Additionally, the Ahtna Intertribal Resource Commission will plan a community broadband roadmap, create partnerships, strategize network sustainability options, and create a future project plan for increased broadband connectivity within the region. |

This Broadband Use and Adoption project proposes a consortium consisting of 73 Alaska Native Tribal governments, Alaska Native Corporations (ANCs), and tribal organizations to reduce barriers to broadband usage among Native Alaskans by providing broadband-enabled devices, subsidizing broadband service, and implementing digital skills and workforce training. It will also seek to improve health care access among tribal communities by equipping Alaska tribal health partners with the equipment and training needed to offer telehealth services. |

Due to the mountainous terrain of the Cherokee homelands, the EBCI will be required to employ a variety of techniques and technologies to construct the fiber network. The EBCI will need to undertake a significant amount of pole repairs and secure additional rights-of-way and pole applications to prepare for construction. Importantly, it is imperative the tribe build a robust inspection process to ensure the quality and integrity of the fiber network. |

Ultimately, the Tribe foresees a new training center building on their land in Palmer, curricula that meet the Telecommunication Industry Registered Apprenticeship Program (TIRAP) standards, and at least 235 trained and certified technicians. This is a long-term educational facility and will provide trained technicians for years to come. Other potential outcomes and deliverables may include the creation of a telecommunications joint venture in which the Tribe has a gateway and Internet exchange in Talkeetna, Alaska, at least fifty trained and certified gateway/Internet exchange monitors, and joint fiber assets. The Tribe will be full participants within the telecommunication service industry, not just as recipients of subsidized service but also as owners. |

Included in the infrastructure proposal is the purchase of 2.5 GHz compatible fixed wireless access solution equipment and customer premises equipment to reach the hardest to serve Akwesasne residents and add mobile coverage for emergency communications. The radios will be mounted at an existing tower site owned by the Saint Regis Mohawk Tribe and maintained by Mohawk Networks, LLC. |

The infrastructure proposals for residential and mobile communications for first responders through deployment of 2.5 GHz wireless infrastructure will provide higher availability and connectivity at minimum speeds of 25/3 Mbps with latency between 15 ms to 40 ms to the 30 currently unserved households within the community. |

The Native Village of Chenega is located on a remote Alaskan island, accessible only by air or ferry. The village lacks access to important digital infrastructure, with no current Internet service with speed of 25/3 Mbps or greater for its residents. The goals of the proposed project are to (1) utilize existing infrastructure to bring Chenega out of their “unserved status” in terms of broadband service, (2) provide fiber to all anchor institutions, and (3) encourage broadband adoption and use by sponsoring broadband service and equipment for each household, business, and anchor institution. |

Project activities will include planning, permitting, materials procurement of contractors and equipment, construction, project testing and controlling, turnkey training, and grant reporting. |
Outcomes |
Chenega’s project aims to serve residents by the end of 2022 with the proposed solution, but the community has selected this solution for its ability to be scaled and integrated with evolving advanced services over time with 5G technology. Once fiber is available to the community, the existing infrastructure and equipment can be utilized to readily accept it.

Additionally, the Tribe will have identified key interconnection partners and established relationships with those partners through various agreements addressing implementation of a Tribal broadband franchise, construction matters, joint operations, indefeasible right of use, network interconnection, and network operations. Phase 2 activities funded by the NTIA grant will be a continuum of the total funding budget requirements. It will be limited to actual construction and completion of the Tillman Tower 2 and the Casino Tower 3 to obtain complete wireless internet coverage to rural households, both on Indian lands and non-Indian lands, and businesses within range of the Tillman Tower on the east side of Knox County and the Central-South side of Knox County. A lease agreement was negotiated to attach, install, and operate radio and internet communications equipment at the Tillman Tower for governmental functions and for providing 2.5 MHz wireless internet services. Phase Two of this rescoped narrative and accompanying budget involves the construction of a new service tower near the Feather Hill Express convenience store located to the northeast of the Ohiya Casino location. Santee Sioux will construct a new 60 foot to 100-foot tower to elevate the opportunity for 2.5 GHz coverage. |
Outcomes |
As a result of project implementation, it is expected that a new tower will be built to increase the opportunity for wireless coverage to support the broadband needs of the South and Central portions of the reservation. The Tillman Tower will also be upgraded with more radio and internet communications equipment to provide service to approximately 109 homes, plus Tribal businesses and anchor institutions, at 25/3 speeds for increased governmental functions and expanded wireless coverage. |

UUIC has agreements with the Chickasaw Nation, Choctaw Nation, and the North Care Pete White Health & Wellness Center to use their local community centers free of charge for meeting space with ample room for the number of participants they would host for their digital literacy training sessions. All three facilities are equipped with Wi-Fi and broadband capabilities that meet or exceed 25/3 Mbps broadband speeds, large and small meeting rooms, a large stage supported by an audio-visual system with sound booth, projector, screens and several large TV monitors to facilitate the training sessions. |
