Individuals with Disabilities Education Act, Section 619

Program Overview

The Preschool Grants program provides formula grants to states, the District of Columbia, and Puerto Rico to make available special education and related services for children with disabilities aged 3 through 5. In order to be eligible for these grants, states must serve all eligible children with disabilities aged 3 through 5 and have an approved application under Part B of the Individuals with Disabilities Education Act ( IDEA ). A state that does not make a free appropriate public education (FAPE) available to all children with disabilities aged 3 through 5 cannot receive funds under this program or funds attributable to this age range under the IDEA Grants to States program. Currently, all States are making FAPE available to all children aged 3 through 5 with disabilities.

Additional Information

This is one of a number of Department programs that provides fund that may be used to support broadband access. The allowability of costs is always situation and program specific. For that reason, if you decide to use funds under one of these programs for the cost related to broadband access, you must be sure that the use of the funds is, under the specific circumstances of the expenditure and the program authority selected, reasonable and necessary for the purposes of that program, and does not violate other program requirements, such as supplement and not supplant, if it applies to program. We also not that, while funds under one of these programs can be used on broadband access the programs’ purpose is not primarily focused on that issue.
