Environmental Assessment and Finding of No Significant Impact for the Nome to Homer Express Middle Mile & Hooper Bay Network Fiber Optic Cable Project (EAXX–006–60–02D–1764761874)

The National Telecommunications and Information Administration (NTIA), as lead federal agency, in cooperation with the Rural Utilities Service (RUS), Bureau of Land Management (BLM), and U.S. Army Corps of Engineers (USACE), has prepared a Final Environmental Assessment (EA) for the proposed Nome to Homer Express Middle Mile & Hooper Bay Network Fiber Optic Cable Project.

NTIA accepted written comments on the Draft EA during the public comment period, which ran from December 17, 2025 through January 16, 2026.

Comments, suggestions, and questions on the Proposed Project were received from October 15 to November 14, 2025.

Request for Public Input on Issues related to the Proposed NANA Regional Broadband Network Project

NANA Regional Corporation, Inc. (NANA), a regional Alaska Native Corporation, has proposed to construct a Regional Broadband Network Project (project). The proposal would include installation of a fiber optic cable across federal, state, privately-owned lands, and waters in northwest Alaska. NTIA, as the lead agency, in cooperation with the NOAA, USACE, BLM, FWS, and NPS, intends to prepare an Environmental Assessment for the project, in accordance with the National Environmental Policy Act of 1969, as amended (NEPA).
